Budgets, Inception & Feasibility Studies
Project inception is the primary critical stage.

Using our extensive experience and benchmarked cost library, we produce accurate budgets that include appropriate risk and development contingencies. We don't guess. We draw on actual data from actual projects.
Once your needs are established, we work with the design team and stakeholders to develop a detailed project brief. We investigate options, explore alternatives, and find the best solutions. We understand what matters most and where money should be spent.

Design Development
We monitor the development budget from concept through to tender documents and contract award.
This requires constant coordination with the design team, ongoing risk analysis, accurate cost planning, and value engineering - all while maintaining the original design intent and operational requirements.
Our tools include collaborative cost management software, design gateway protocols, and risk and change control procedures. We work directly on REVIT models, AutoCAD files, or PDF issues, creating cost plans, bills of quantities, and pre-tender estimates using integrated software such as Autodesk Construction Cloud, Planswift, or CostEx.

Construction Management & Quantity Surveying

During construction, we provide monthly valuations, sub-contract tender analysis, invoice certification, contract administration, cash-flow forecasting, final account preparation, and critically, change management.
Effective change control is another area where projects succeed or fail. Any proposed change must be accurately assessed for its implications on budget and programme. We provide you with that rigour. You get cost certainty because we track everything, analyse thoroughly, and advise clearly.
Contract Administration
We support clients to ensure contract terms are clear and potential risks are identified early.
Contract language must be specific and unambiguous to avoid future misunderstandings. Once the contract is executed, we track performance to ensure all parties strictly adhere to the agreed terms, conditions, and timelines.
We organise and store all contract-related documents systematically for easy access, reference, and audit. We maintain clear processes for handling changes or amendments, including proper documentation and approval tracking.
Our post-contract services include regular performance evaluation, compliance monitoring, risk minimisation during construction, and smooth transition from construction to operation. This includes final account management, variation analysis, claim assessment, and dispute resolution support where needed.

With over a decade in the GCC construction market, we can advise on procuring specialist services or commodities, whether that's appointing specialist consultants or managing services related to design, operation, construction, fit-out and FF&E.
Our vendor network can be introduced to meet particular requirements and budgets. We offer services that complement our in-house design team for FF&E and OS&E procurement. Our team can provide take-off services and bills of quantities, allowing us to manage cost-effective purchase of goods and materials on your behalf, or we can package documentation ready for your direct procurement.

Typical Scope of Services

In close liaison with the project team and stakeholders, assist the client to develop a realistic and benchmarked budget for their project
Ensure the budget aligns with the design brief and project expectations, including appropriate contingencies for both design and construction
Prepare cost plans and estimates in line with agreed design stages, accompanied by detailed narratives with gap analysis from previous cost plans where applicable
Advise the client on regional and local construction costs applicable to the project
Provide continuous cost control, using the cost plan to check the evolving design against budget and advise stakeholders of cost implications for alternative design solutions
If proposed designs do exceed budget, advise where savings can be made to compensate, or investigate alternative design solutions with the design team to bring costs within target
Issue interim reports during this stage to provide updates on the cost plan and budget
Actively participate in the change management process throughout design development
Advise where the developing design is likely to exceed elemental allowances and on achieving best value
Participate in value engineering exercises with project stakeholders based on current cost estimates and approved budgets to investigate alternative materials and design solutions
Attend and participate in regular progress meetings
Submit draft cash flow forecasts throughout as part of cost plan narratives

Advise the client on various project procurement and packaging options to meet expectations regarding early start, duration, cost, risk allocation, and quality
Advise the client and legal advisers regarding the form of contract
Identify and report on suitable contractors for the adopted project procurement route
Analyse and report on proposals received from consultants and make recommendations regarding appointments
Attend contract negotiation meetings between the client, legal advisers, and design consultants
Analyse and report on tenders received from contractors with recommendations regarding appointment
Attend negotiation meetings between the client, legal advisers, and contractor through to award

Attend project kick-off meeting with the appointed contractor and contribute to ensure smooth project implementation
Set up and establish all commercial procedures to be implemented during the project; review and revise existing client processes as required to ensure project suitability
Review and approve the contractor's submitted cash flow forecast in line with their proposed and approved construction schedule
Provide continuous review and update forecasting throughout project duration
Evaluate, financially assess, and provide recommendations to the client on any post-award value engineering proposals
Establish suitable monthly schedules for submission of monthly/milestone valuations to ensure suitable timelines for evaluation and on-time payment recommendations
Carry out monthly quantification of interim payment evaluation for the contractor
Implement an agreed and rigorous change management process to be used by all parties throughout the construction phase; ensure all parties are aware of and follow the process, including as part of monthly commercial reports
Carry out detailed cost analysis of any proposed changes from any party and offer conclusions and recommendations to the client for approval within pre-agreed timelines
Monitor and maintain all costs in a log to keep the Estimated Cost to Complete up to date and ensure the project remains within budget
Evaluate any contractor's claims and work towards establishing suitable outcomes in accordance with contract terms and conditions and client approval
Complete final account and project closeout including warranties and insurances
